There was a proclaimation presented and passed that states:

  The senior tees will be made available if your year of turning 70 your birthday must fall before August 1 of that year.  Otherwise you will continue to use the regular tees until the following golf season.  This was done to be fair to all golfers.  The vote was conducted by text messages.  The count was 16-0. With 2 people  unable to be contacted.
